Impact assessment

The Commissions impact assessments are always transmitted to the European Parliament and the Council prior to the legislative decision-making process. However, the way in which formal impact assessments are conducted should be strengthened. Impact assessments are not updated during the legislative process; both the European Parliament and the Council rarely perform impact assessments on their own amendments during the legislative process. EFPIA would be in favor of a more active role of the impact assessment during the legislative process, which makes it for stakeholders easier to understand why decisions have been taken and for which reasons. This model of ex ante and updated impact assessments is also mentioned in EC Impact Assessment Guidelines (EC 2009).
